Foreign citizens are citizens of the European Union who were 18 years old at time of the election who are resident in Sweden and who at the latest 30 days prior to the election applied in writing to the Election Authority to be entered in an electoral roll and assured that they would not vote in another member state.

On January 1 1995, Sweden, Finland and Austria became members in the European Union. On September 17 1995, Sweden held elections to the European Parliament. Finland and Austria held their elections in 1996. All other member states held elections in 1994.
