Proportion of persons eligible for upper secondary school, percent

The numerator consists of persons who finished compulsory schooling in year t and who were recorded in the population register in the region at the end of year t-1 and were eligible for upper secondary school (as of 2011, eligible for at least one national programme, see more information below). The denominator consists of persons who completed compulsory schooling in year t and who were recorded in the population register in the region at the end of year t-1. Until the end of 2009, listing in the population register and duration of residence refer to the end of year t.
For the variable Proportion eligible for upper secondary school, there is a break in the time series in 2011. Before the 2010/11 academic year, a pupil was eligible for upper secondary school if their minimum grade was a pass mark in the subjects Swedish/Swedish as a second language, English and mathematics. Following the GY 2011 reform, a pupil is eligible for a national upper secondary school programme. For a pupil to gain eligibility for a national vocational programme, they must have a pass mark in the subjects Swedish/Swedish as a second language, English and mathematics, plus additional grades in five subjects, i.e. a total of eight.
In July 2019, the statistics for 2014 and 2015 were revised. At the national level, there were previously around 200 persons who should not have been included in the denominator but who were nevertheless included before the revision. The differences at national level are negligible, but there can be slight differences at the regional level and according to background variables.
Note that the proportions at low regional level can vary a lot between the years. One of the reasons for the variations could be that there are too few persons who completed compulsory schooling in the region that year.

Proportion of persons eligible for higher education, percent

The numerator consists of persons who graduated from upper secondary school in year t and who were recorded in the population register in the region at the end of year t-1 and were eligible for higher education. The denominator consists of persons who graduated from upper secondary school in year t and who were recorded in the population register in the region at the end of year t-1. For 2014 and onwards, pupils count as having graduated if in year t they have taken an upper-secondary diploma or received a study certificate in which they have been graded according to GY 2011. For years until 2013, pupils counts as having graduated if they completed upper secondary school either with goal- and knowledge-related grades, or evaluation.
In July 2019, data on the proportion of persons eligible for higher education for 2014–2016 was revised. This meant that the proportion of persons eligible for higher education sharply declined compared with previously published data for these years. Before the revision, persons who had study certificates were not included in the graduate group. For 2016, the proportion of eligible persons at national level declined by 8 percentage points following the revision. For 2014 and 2015, the decrease was closer to 9 percentage points. At regional level and according to background variables, the reduction in the proportion of persons eligible can be much greater.

Note that the proportions at low regional level can vary a lot between the years. One of the reasons for the variations could be that there are few graduates at the basis of calculation for the proportions.
