Obs:

The equalization system was introduced for a period of five years and was provided with transitional or implementation rules.

The highest fee paid for the year 2004 was set at SEK 250 per inhabitant, which constituted a ceiling for the fee. The corresponding amount for the following years amounted to SEK 550 for 2005, SEK 850 for 2006, SEK 1,150 for 2007 and SEK 1,450 for 2008.

On the grant side, the amount calculated for a municipality was reduced by a maximum of SEK 270 for 2004, which constituted a threshold value for the grant. The corresponding values for 2005 and 2006 were SEK 70 and SEK 15 respectively per inhabitant.

From 2007, calculated grants were paid in full. From 2009 all municipalities paid the full fee, without limitation.
