The general government grants to municipalities and county councils declined between 2002 and 2003. The reason for this big decline of the general government grant is that the municipalities and county councils before 2003 had to pay a tax fee. Now that fee is paid by a decrease of the government grants.

The same year did Skåne läns county council succeed Kristianstads läns county council, Malmöhus läns county council and Malmö municipality.

The municipalities recieved both an inhabitant related government grant of 150 SEK/resident and an age related government grant.

According to an government decision june 20th 2001 municipalities recieved 150 SEK millions more in government grants than planned. The grant where supposed to help the municipalities to expand their child care organisation.
